As a result of a long discussion at the LMA Committee meeting on 7^th March 2009 at Wigan it has been decided that the whole aspect of arranging Over 20kg test flying and the facilitation of Proficiency testing should be streamlined to make it more “user friendly” to members. 

In order to facilitate this a complete list of witnesses together with telephone numbers has been compiled and we are publicising it in the Journal and on the LMA website. 

All test flying of Over 80kg models require a Senior Inspector and a secondary witness who is an LMA member approved by the Senior Inspector for the test flights. The Senior Inspector requested for witness flying cannot be the Senior Inspector who was responsible for “signing off” the Final Inspection. In exceptional circumstances , either due to illness or some other reasonable grounds , and with the approval of the Chief Examiner or the Chairman ,an Inspector can be appointed as a Senior Inspector on a temporary basis to facilitate the witnessing on a specific day.

All models Over 80kg are required to undergo a test flight period of 12 flights totalling 2 hours – this flight test period also applies to jets Over 20kg

The test flying of models between 20kg and 80kg  can be witnessed by anyone from the approved list of Senior Inspectors, Inspectors, and Proficiency Test Examiners which is set out below.

It is now also possible for anyone on this list to carry out Proficiency testing and they have been issued with the required paperwork.

It may be opportune at this stage to remind everyone that following changes negotiated with the CAA last year it is now possible for additional pilots to qualify for public flying on an aircraft which is already in possession of a Full Exemption. A test log form giving authorisation to do this, and for recording the test flights,  can be obtained from the Chief Examiner. On completion of the test flying the test log form should be returned to the Chief Examiner who will then arrange for the CAA to issue a revised Full Exemption containing the name's) of the all pilots who have qualified on that aircraft

Several members have now been successfully approved for changing their Over 20kg models from 35Mhz to 2.4Ghz. This procedure is carried out as follows:-

1. A Senior Inspector or an Inspector will look at the installation and provide a report to the Chief Examiner as part of the audit trail on the model. This cannot be done by Proficiency test Examiners.
2. The Chief Examiner will issue a new Certificate of Design & Construction and issue the applicant with an application form for an Exemption to Test Fly on 2.4Ghz together with a Test Flight Log
3. On receipt of the Exemption to Test Fly from the CAA the applicant must complete 3 flights totalling 30 minutes with the new 2.4Ghz system witnessed by anyone chosen from the approved list. The completed test log should then be sent to the Chief Examiner who will issue an application form for a Full Exemption which authorises the use of 2.4Ghz at public events..
